0:07 statements. Now, in this video, we're
0:08 really going to talk about work
0:11 statements for services. Contracting for
0:12 services, services are becoming a lot
0:14 more prevalent and a lot of the
0:16 challenges of requirement definition are
0:19 becoming more related to services. So,
0:21 there's three types of work statements
0:22 that we're going to talk about. Let's
0:25 look at the definitions. And as always,
0:26 let's look at the definitions in the
0:30 FAR. So I'm going to FAR part two which
0:32 is the part that you have your fund
0:34 definitions and let's start by looking
0:36 at the statement. Uh well let's do the
0:38 performance work statement. All right.
0:41 So going over to P. Okay. Here we go.
0:43 Performance work statement. So, a
0:45 performance work statement means a
0:48 statement of work for performance-based
0:51 acquisitions that describes the required
0:55 results in clear, specific, and
0:57 objective terms with measurable
1:00 outcomes. Okay. So, uh statement of work
1:02 is actually nowhere in the in the FAR,
1:04 but usually what a statement of work is
1:06 defined as is it's a type of work
1:08 statement that talks about how the
1:10 services should be done. So you'll see
1:12 in this performance work statement, it
1:16 doesn't describe the how. The idea is on
1:18 the results. You're looking at the
1:19 results, not the how. You leave it up to
1:22 industry to explain the how. Notice too
1:24 though, even with the PWS, it's got to
1:27 be clear, specific, and objective.
1:30 Measurable outcomes. All right. So let's
1:31 look at a statement of objectives.
1:33 Statement of objectives means a
1:36 governmentpared document incorporated
1:38 into the solicitation that states the
1:41 overall performance objectives using
1:42 solicitations when the government
1:45 intends to provide the maximum
1:49 flexibility to each offer to propose an
1:51 innovative approach. Notice in this
1:55 definition a sue is not actually a work
1:58 statement. What a sue is doing is it's
2:00 asking industry to provide a work
2:02 statement and all the government's doing
2:04 is saying hey we've got these objectives
2:06 why don't you tell us how you think you
2:08 should do it okay so to summarize so a
2:11 statement of work the most specific most
2:13 restrictive type of work statement the
2:16 government is explaining exactly how a
2:18 service needs to be done uh performance
2:21 work statement is more performance-based
2:24 key word there is measurable outcomes
2:26 we're not explaining how we want things
2:28 to be done, but we are still being very
2:30 specific about the results that we want.
2:32 And then we give industry some
2:34 flexibility on the how. And then
2:36 finally, the most flexible, not even a
2:38 work statement. It's put in
2:39 solicitations. It's called a statement
2:41 of objectives. And it's basically
2:43 stating our problem, what our objective,
2:46 what we want done. And then industry
