0:02 it's time for Focus now here in France
0:04 the new law got passed just over six
0:06 months ago that was the first of its
0:07 kind in the world the law requires all
0:10 food stores over a certain size to give
0:11 away food at the end of the day that
0:13 would otherwise be thrown in the garbage
0:16 that is if a charity shows up with a
0:18 formal request in France Alone 7 million
0:20 tons of products that are just hours
0:23 past their sale by date get chucked out
0:24 every year the law change has been
0:26 hailed by many but how easy is it
0:28 proving to abide by in practice our
0:36 report it's an everyday gesture but for
0:39 French supermarkets throwing away food
0:41 should be a thing of the past it's been
0:43 a year since France's environment
0:45 minister sigen royel went to war with
0:48 food waste out of that would come a law
0:50 obliging supermarkets to donate to
0:53 charitable organizations so where are we
1:08 activists like an anti-waste Commando
1:11 Max breaks into Supermarket bins at
1:14 night inside the activists find all
1:24 things some food has passed its use by
1:43 25 minutes later they leave their bags full
1:53 wow according to these activists nothing
1:55 has changed across France safe and
1:58 edible food is still being thrown away
2:00 to draw attention to the problem
2:02 the next day they redistribute the food
2:11 by this was supposed to be given away
2:13 rather than thrown I don't know if the
2:15 law has passed but that was the idea but
2:17 I see that they're throwing away as much
2:19 as ever does that shock you well of
2:22 course so what does the law say in fact
2:25 supermarkets have until February 2017 to
2:28 stop throwing away food Goods thereafter
2:30 they could face a fine of 2,000
2:33 €750 stores must donate to Charities
2:36 first then for food that's more damaged
2:39 to animals or to upgrader plants to turn into
2:40 into
2:43 energy it's a great idea but one they're
2:45 struggling to apply in the
2:47 supermarket every day before opening
2:50 employees remove food from the shelves
2:52 these expired yesterday so we can't sell them
2:53 them
3:01 damaged
3:05 all end up in the bin that's €75,000 a
3:07 year worth of losses and a lot of guilty
3:09 consciences every day it's the same we
3:13 throw stuff away does it bother you well
3:14 yes it
3:17 does the store manager would like to
3:20 donate he contacted various local
3:23 charities the problem is they don't have
3:25 the resources to fulfill his
3:28 request the Charities can come buy the
3:30 shop every day to collect and I need to
3:32 get rid of products every day I haven't
3:36 been able to find an organization with a
3:39 solution but now intermediaries have
3:42 emerged to help
3:45 supermarkets in this store food removed from
3:46 from
3:58 driver instead of the bin the food will
4:00 go in this refrigerated truck and then
4:03 onto Charities organizations that more
4:04 often than not don't have the right
4:06 means of
4:09 Transport even when we're giving away we
4:11 must be able to ensure the products we
4:13 provide are in a sanitary
4:15 condition this is how the store donates
4:19 85 tons of food per year they may pay
4:21 for the service but it's still a viable
4:24 solution the shop recovers 60% of the
4:26 value of the donated food in
4:28 taxback it's helped that Charities
4:30 welcome too
4:32 this food bank has seen donations
4:35 increased by 10% this year an influx
4:37 that is presenting new challenges for these
4:39 these
4:41 organizations there are 5,000 Food Bank
4:43 Volunteers in France but to do a good
4:46 job we need almost 1,000 more so there
4:49 are shortages now yes it's a huge
4:52 challenge today only one in 10 of unsold
4:53 food products is
4:56 donated supermarkets continue to produce
4:59 nearly 1 and A2 million tons of food waste
5:01 waste I
