let's take a look at two famous
politicians during the American colonial
era horse mania and Kazan was many
disowned were your typical illustrative
politicians who were governors first
before they became national level
politicians as members of the Philippine
Assembly and they all they rise to power
courtesy of Elections the electoral
system that Americans introduced as a
foundation of democracy this system
confirmed existing social structure but
also gave the local elites something
which they did not have during the
Spanish period and that was political
clout so the system that the Americans
created helped provide a political
Avenue for these illustrators and when
these in Estrada's now met many for the
first time in Manila they decided that
they will create a party a political
party and this was the nationalist ax it
was a merger of several political
parties because they they all came from
different parts of the country from the
provinces and many actually just met for
the first time in Manila when they
became delegates elected delegates to
the Philippine assembly and the
Nationalists I was born on March 12
there were 80 delegates all in all of
the Philippine Assembly and majority
became Nationalist Party members and so
whoever now controls this
Jori Tea Party will wield political
power in Philippine politics and the
person party president was sorry Oh Ozma
Mia since Ariel's mania was president of
the Nationalist Party the dominant party
of the assembly it was only natural that
paz mania will also become the Speaker
of the assembly and this is Oz mania
that's awesome alien raised shoulder high
high
el hombre del dia the man of the day
this was after tough called Paz mania
the second man in the Philippines second
only to the Governor General by virtue
of Oz manias position as Speaker of the
assembly so that is how powerful was
many as position and person now has
become you might be wondering what about
this man the delegate from tayyaba's
Manuel Quezon he was also elected in
1907 to the Philippine assembly but his
rise to prominence will come
a decade after was mania and we will
discuss that during the Harrison
administration but suffice to say only
two men Serio's mania and Manuel Quezon
will dominate Philippine politics during
the whole era of American colonial rule
basically they maintain control as
effective brokers between colonial
administrators the Americans and the
Philippine illustrators the Philippine
politicians both local and national
politicians so what was their secret
first the magic word independence their
abracadabra immediate complete and
absolute independence and they wrote
about this independence sentiment in the
newspapers they made speeches in the
halls of Congress and they saw
themselves as advocates of philippine
independence first it was a matter of
personal pride for them to advocate so
and second by advocating independence it
did garner them votes because it was
also the sentiment of many Filipinos
including the elites who voted for them
so the more they talk about independence
the more they became popular and thirdly
by saying independence the Americans
could be bent to the will of Ospina and
Kazan okay let's take a look at the next
line this is what we mean by the
politics of doble kara double-faced
politics when Oz mania or Kazan shout
independence the Americans understood it
as autonomy Oz mania in caisson just
wants more say in Philippine affairs and
that's it for American administrators
that was fine with them oz mania and
Kazan will not
break the Philippines away from the
United States and before the public they
were hailed as heroes because they did
say before the Americans that they want
independence and that's how double-faced
politics works the second secret is
their institutional position their
position in the legislature as the
Speaker of the assembly 4oz Mamiya and
later on Senate President
for Kazan made them legislative casitas
they were leaders of these illustrators
leaders of leading class directors of
the directing class and they were quite
aware of that illustrators always
considered themselves as the directing
class and then when American
institutions now created a leader for
that directing class that was now Oz
mania and Kazan their position also
became personal because they were there
first and they could now hold the office
to their liking how did they mold it
they were able now to manipulate
nationalist discourse as our two-faced
politics slide explained and their
position and power also enabled them to
control patronage patronage that they
could give to people like positions in
the government and other [Music]
[Music]
papers as a person in power in a
colonial government can can give to
fellow Filipinos because they were close
to the Americans they had the ear of the
American so Filipinos will have to ask
us many or Kisan to intercede for them
okay so they controlled that
bureaucratic patronage and lastly osmeña
and Kazan were firm supporters of a
centralized government which the
Americans were working for of course
administrative leave as America you
would like a centralized decision-making
process because it does make your
administration easier administration of
a far-flung colony and AHS many ideas on
supported American actions toward
centralization of government now by
their influence over their fellow
illustrators as directors of the
directing class they work for the
centralization of government because by
doing so AHS mania and Kazan knew that
they could wield more power rather than
just a provincial politician because
centralized government means national
level politics can now influence all
