It's been more than 15 years since
Indonesia entered the
democratic era. We are admired as the
third largest democratic country in the world
after India and the United States.
However, is it true that our country is
truly democratic? What is the evidence and the
of an
internal nature? The Freedom House and the
Economist Intelligence
Unit are both general in nature,
measuring at the national level and merely
recording procedural matters.
Meanwhile, even if there are
reports in the country, they are
only quantitative in nature. The
importance of democracy in the context of the
democratic climate in
society is not only the state that
must practice democracy. The people
must also behave democratically. In a
country as large and diverse as Indonesia,
progress in democratic practices is not
evenly distributed. In 2007, an initiative emerged
ID for democratic practices through
parameters that are unique to Indonesia
that refer to the implementation of
Pancasila values.
ID is like a general check-up on
democratic practices in Indonesia down to the
provincial level. Various parties are actively involved
in this initiative, namely the office of the
Coordinating Minister for Political, Legal and
Security Affairs, the National Development Planning Agency, the
Ministry of Home Affairs, the
Central Agency for Development Program Statistics. United
Nations or UNDP
academics activists non-
governmental organizations and mass media initiatives
at the national level are supported by
working groups at the provincial level which
also involve elements of local government

democratic practices in a province
by looking at three main aspects of
democracy, namely the implementation of
civil liberties, guarantees of political rights
democratic institutions each aspect has
several variables and each
variable has indicators

for the civil liberties aspect there are
four variables measured, namely
freedom of assembly and association freedom of
freedom of
opinion freedom of
discrimination Meanwhile the
indicators include Is there
still the use of violence by
government officials that hinders
threats of violence by
community groups that hinder freedom of
freedom of
opinion then Are there still
written rules that require people to
practice their religion and Are there still
discriminatory actions of officials
in terms of gender ethnicity or
other vulnerable groups for the political rights aspect there are
two variables measured, namely the right to
vote and be
elected and political participation in
decision-making and
supervision here the indicators
measured include Are there
still incidents where
facilities are not available for groups of
people with disabilities in exercising their
voting rights and how active the community is in reporting

government practices that are considered deviant.

Finally, for the aspect of
democratic institutions, there are five variables that are measured,
namely free and fair elections, the role of the
regional representative council, the role of political parties, the role of the
independent judiciary. Here, the indicators
that are measured
include: Are there still incidents or
reports of fraud in the
vote count? How active is the DPRD in
making regional regulations on its
own initiative? Are there or are there not
cadre development activities by
political parties? Are there still reports of
civil servant involvement in
political party activities during the
general election? Are there still many
controversial judges' decisions? The types of data that are measured?
Where do the data for the assessment
come from? Throughout the year, a team from the
Central Statistics Agency in the region
collects news related to aspects of
variables and indicators of democracy from
newspapers. Once a month, the news is
verified by the Provincial Working Group. Bil

democratic practices. Once a year, data from the
region is assessed by an independent expert council
consisting of
academics, representatives of non-
governmental organizations, and
media activists. Through this mechanism, the assessment
of the democracy index is guaranteed to be free

regional levels. The results of the assessment per indicator are
then summed up through
certain formulas so that variable values are formed
which then form
aspect values and in turn form the
provincial democracy index from the sum of the
democracy index per province will obtain the
Indonesian democracy index as a general
check up of the Indonesian democracy index is
useful for knowing
which democracy indicators have been running well
and need to be maintained also we will

need to be improved with the existence of ID
policy makers at the central and regional levels
