welcome everyone to another Deep dive
into the world of project management and
uh today we're tackling something called meal
meal
monitoring evaluation accountability and
learning I like it and by the end of
this deep dive you'll not only
understand what makes projects tick but
also be able to ask the right questions
about any project you come across like a
detective almost for projects so let's
uh let's break it down monitoring and
evaluation I feel like those often get
used interchangeably yeah they do
they're distinct absolutely monitoring
is like taking the pulse of a project
okay making sure it's on track you're
looking at are we reaching the intended
number of people are we staying within
budget evaluation on the other hand goes
a bit deeper it asks did we actually
make a difference was it worth the
resources The Source material had a
great table comparing the two it really
showed how monitoring is this continuous
process and then evaluation is more
periodic right periodic and involves
external experts yeah and that makes
sense because monitoring is providing
the raw material if you will for
evaluation kind of like a doctor using
regular checkups to gather information
that informs a deeper diagnosis so they
work together then absolutely hand inand
monitoring feeds into evaluation and
then evaluation can then lead to
adjustments in how we monitor exactly
okay so I've got monitoring we've got
evaluation where to accountability in
learning fit into all this well account
ility it's about demonstrating
responsibility okay using data to show
that the project is using resources
effectively and achieving those results
then you move into learning which is all
about taking those valuable lessons from
what worked what didn't work and using
them to improve future projects so it's
not just a one-off not at all we're
constantly learning constantly adapting
okay now the source material outlines
five phases of meal yes and it's
interesting because it's Loop it is a
cycle it's not linear it ensures that
you have that ongoing learning and
Improvement you're always checking in
assessing yeah adapting okay that makes
a lot of sense all right logic
models ah yes the backbone yeah the road
map of a project they visually map out
how it should
work connecting activities to intended
outcomes now there are different types
okay but we will focus on theory of change
change
Toc and the results framework or RF so
theory of change that's like the big
picture document right exactly Grand
Vision it defines those long-term goals
the preconditions needed to reach them
and this is really important the
assumptions assumptions yeah you have to
consider those factors outside the
Project's Direct Control that need to be
true for the project to succeed so even
if the project team is willing doing
everything perfectly there are these
external factors external
factors influence success absolutely and
then results framework seems a little
bit more more focused it zooms in on the
specific things that the project team is
managing okay like in the Delta River
IDP project the
to identified multiple areas needed to
improve the lives of internally
displaced persons but the RF narrowed
the scope to what unite us the
organization implementing the project
was directly resp responsible for like
improving access to clean water and
hygiene so the TOC is kind of like the
big why the why and then the RF gets
into the how assumptions so those are
interesting to me yes very important
because it's like
acknowledging that there could be these
risks these road blocks that can really
make or break a project The Source
material calls the really critical ones
youer assumptions killer assumptions
yeah and a good example is in the
delelta River Project a killer
assumption was that the
government would provide latrines and
Water Systems if that didn't happen the
whole project could have been severely
impacted wow so you really can't just
assume that everything's going to go as
planned so we've got to identify those
potential roadblocks be ready to adap
yeah okay let's get into measuring
success so how do we track progress well
that's where indicators come in they're
the measurable factors that tell us if
we're on track and to make sure we're
using good indicators we use the a smart
acronym okay specific measurable
achievable relevant and time bound so a
good example from the Delta River
Project was by year three of the project
80% of idps demonstrate knowledge that
hands need to be washed with soap after
critical events there you go it's
specific measurable relevant I like it a
smart indicator in action so we've got
our indicators Now by to actually gather
the data we need to choose the right
measurement methods right and that
brings us to the classic Duo
quantitative and qualitative data the
numbers versus the stories so
quantitative gives us those hard facts
and figures while qualitative helps us
understand perceptions experiences the
why behind the numbers and the source
material was saying that which one you
choose really depends on what you're
trying to measure absolutely your budget
the level of detail you need like to
measure handwashing behavior in the
Delta River Project they could could
have used direct observation which is
more accurate but expensive or they
could have relied on questionnaires
which are
cheaper but maybe not as reliable it's
all about finding that right balance
okay and
then no matter which method you choose
data management yes super important it's
like keeping your kitchen tidy while
you're cooking I like that if everything
is organized and clean easy to find the
whole process runs smoother so we've got
data entry cleaning . storage. security
all those little details matter they all
matter this has been great so far we've
unpacked what meal is we've looked at
monitoring evaluation accountability
learning delt into logic models
assumptions smart indicators choosing
the right ey data measurement methods
and even touched on data management and
we're just getting started we are oh
yeah in part two we're going to go even
further exploring how to analyze and
interpret that data and ultimately how
to use it to make a real difference well

detective's toolkit for projects but
yeah just like a detective it's not
enough to just have the right tools you
need to know how to use them effectively
exactly and ethically we have to think
about those ethical considerations when
working with project data so today we're
diving into Data analysis interpretation
and most importantly data use the
exciting part let's start with analysis
we've gathered all this data we got our
spreadsheets our notes now what data
analysis is where we make sense of it
all think of it as sifting for gold okay
you've got a pan full of dirt and
Pebbles but you're looking for those
nuggets we use different techniques to
identify Trends patterns and answer
those key questions so it's more than
just describing absolutely we want to
figure out why it happened and this is
where quantitative and qualitative
really start to work together right
exactly they complement each other
numbers give us one piece of the puzzle
the stories the experiences help us
understand the
nuances why imagine we're evaluating a
project that's trying to improve
maternal Health quantitative data might
show a decrease in maternal mortality
rates but then
then the qualitative data
from interviews might reveal that while
the project led to better Access to
Health Care Transportation is still a
barrier that's a great example for a lot
of people so it adds that depth adds
context yeah but analysis is just the
first step then we need to interpret the
data that's right data interpretation is
crucial and this is where we connect the
dots draw conclusions and figure out
those implications this is where
critical thinking it is so important
this is so important we have to be
careful not to jump to conclusions or
let our biases
influence our interpretation and the
source material
emphasizes that no data set is perfect
right there's always uncertainty we need
to acknowledge that absolutely and not
overstate our findings we need to be
transparent yeah about our methods
assumptions and potential sources of
error I think it's also important to
remember that data
interpretation shouldn't happen in a
vacuum you're right it should be
collaborative yeah having the project
team stakehold ERS and the community
because then you get those diverse
perspectives exactly and it helps us
challenge our assumptions so analysis
interpretation those are great but
they're only valuable if they lead to
action I know where data use comes in
data use where the rubber meets the road
let's put those insights into action so
imagine you're leading a project to
improve agricultural practices you
collect some data and you find out that
farmers are struggling to access quality
seeds data use would be using that
insight to maybe Implement a program to
make seeds more available there you go
closing the loop closing the loop
between learning and action and this is
where adaptive management is so
important okay adaptive management being
flexible responsive willing to change
course based on the data based on what
the data is telling us and the source
material highlighted some key principles
like creating space for feedback being
data driven fostering a culture of
innovation that's all about learning and
adapting and data use isn't just about
internal improvements it's about
accountability transparency we need to
show our stakeholders our funders that
the Project's making a difference this
is where progress reporting comes in
exactly and those reports should tell a
compelling story not just charts and
graphs all right use visuals narratives
yeah storytelling so imagine you're
presenting to donors about the Delta
River Project instead of just saying
hand washing practices improved you show
them a heat map oh I like that
demonstrates how that increase
correlates with a decrease in waterborne
illnesses powerful stuff so far we've
covered how to analyze interpret data
use those insights to make decisions
adapt our strategies and communicate our
findings we've talked about critical thinking
thinking
collaboration transparency but there's

to guide our impact evaluation because
it helps us map out how we expect our
project to create those changes exactly
without it it's like wandering around in
the dark you're lost you don't know if
you've arrived or how to get there the
TOC helps you identify those Leverage
points okay where your project can make
the biggest difference so when it comes
to actually evaluating impact what are
some of the different approaches well
there are a few different types okay
you've got formative evaluations those
happen early on they help fine-tune the
approach then there's process
evaluations yes those focus on how well
the project is being implemented are
things running smoothly are we hitting
any roadblocks and then finally we've
got impact evaluations the big one
assessing the overall effectiveness like
to think of it like different lenses
well that's a good way to put it you
know formative evaluations are like
using a magnifying glass okay to see
those fine details early on process
evaluations are like checking the engine
of a car making sure everything's
running smoothly and impact evaluations
are like taking that car for a test
drive see how it performs on the open
road but no matter what type of
evaluation we're doing there are some
guiding principles real absolutely the
source material highlighted
the oecd D dayc criteria which are
pretty widely used for evaluating
development projects so we've got relevance
relevance
efficiency Effectiveness impact and
sustainability so starting with
relevance relevance making sure the
project addresses the real needs of the
community are we solving the right
problem then we've got efficiency using
resources wisely getting the most bang
for your buck then there's Effectiveness
are we achieving those outcomes the
Milestones impact that long-term change
are those positive changes going to
stick around even after the Project
funding ends that's a really important
one it is and I think it's also
important to remember that evaluation
it's not about passing judgment yeah
it's about learning learning and
improving using those insights to do
better next time and being honest with
ourselves about what worked what didn't
it can't be just us oh absolutely
involving stakeholders so important
especially the community yeah the source
material mentions empowerment evaluation
where the community actually evaluates
the project shifting that power Dynamic
yeah and
recognizing that the people closest
often have the most valuable insights
absolutely okay so let's get practical
what are some questions we should ask
when evaluating impact well good place
to start yeah did the project achieve
its outcomes okay were those outcomes achieved
achieved
efficiently did the project have any
unintended consequences good or bad good
or bad what factors contributed to
success or challenges those are great
questions and remember this isn't a
onetime thing no it's an ongoing process
let's revisit the Delta River IDP
project they used a bunch of different
methods they did focus groups household
surveys water quality testing and they
found that their efforts were making a
difference they really were they saw a
reduction in waterborne illnesses mhm
and from those focus groups they learned
that people felt empowered healthier
more they had the numbers yeah and the
stories the quantitative qualitative
evidence and they didn't stop there they
used those findings to advocate for
continued funding and support that's
what it's all about so as we wrap up
