Good day everyone. Today I will talk
about one of the most important
landmarks in Cebu, the Cebu Provincial
Capital. This building is not just a
place where government officials work.
It is a symbol of democracy, leadership,
and sibu pride. The capital serves as
the seat of the provincial government
where the governor and other officials
make decisions for the province. It also
reflects Cebu's progress and identity as
one of the most developed provinces in
the Philippines. Through the years, it
has witnessed many important events that
shaped Cebu's history. The story of the
Cebu Provincial Capital began during the
Spanish colonial [snorts]
period. The first provincial building
was called the Kasa Provincial Libu,
which was built near Fort San Pedro in
the 1800s. It served as the center of
the provincial government during both
the Spanish and early American periods.
However, as Ibu's economy and population
grew, the area near Fort San Pedro
became too crowded and the old building
could no longer meet the needs of the
government. This led the leaders to plan
for a new, bigger, and more modern
provincial capital that would better
represent the progress of Cebu.
In 1937 under the leadership of Governor
Sutero Kabah construction of the new
Cebu Provincial Capital began. The site
chosen was at the northern end of the
Smanya Boulevard facing Pentesmania
circle. This location was chosen because
it was open elevated and symbolized a
new beginning for Cebu's government. The
building was designed by architect Huan
Marcos Aureliano, one of the best
architects in the Philippines at that
time. He used the neocclassical style
which can be seen in its tall white
columns, symmetrical design and grand
dome. The construction was finished in 1938
1938
and it was inaugurated on June 14 of
that year by President Manuel El Kisan.
At the entrance of the building, a
phrase was engraved that says, "The
authority of the government emanates
from the people." which reminds everyone
that government should always serve its
citizens. However, during the World War
II, sec the Cibbu provincial capital did
not escape destruction when Japanese
forces occupied Cebu in 1942.
They used the building as one of their
headquarters. By the time the war ended
in 1945,
the capital was heavily damaged due to
bombings and battles.
After the war, the provincial government
worked hard to rebuild it with the help
of funds from the Tidings Damage Act or
the Tidings War Damage Act provided by
the United States. The restoration was
completed by the late 1940s, returning
the building to its former beauty. This
rebuilding symbolized the resilience and
courage of the Cibuano people after the
hardships of the wild. Today, the Cebu
Provincial Capital continues to stand as
a proud symbol of Cebu's history,
culture, and government governance. It
remains the official seat of the
provincial government, where important
plans and decisions for Cebu's
development are made. On August 11,
2008, it was declared a national
historical landmark by the National
Historical Commission of the
Philippines, recognizing its historical
and architectural importance. The
capital is not just a government
building. It is a reminder of Cebu's
journey through time. From colonial rule
to independence, from destruction to
recovery. Its enduring presence shows
the unity and progress of the Sigwanu
people. The Cebu provincial capital
stands as a living witness to the
province's strength, its rich history,
and its continuing promise for the
