0:05 be constitutional it did not violate the
0:08 constitution much like Social Security
0:10 it was based on the federal government's
0:13 taxing power remember Francis Perkins
0:15 and the taxing power being used to
0:18 secure Social Security the same strategy
0:21 is used to secure Obamacare but the
0:23 Supreme Court did say that the federal
0:24 government could not force states to
0:27 expand Medicaid and cover more of their
0:29 poor people and many republican Le
0:32 States including Texas refused to expand
0:34 Medicaid to cover more people despite
0:36 the fact that 90% of the costs are paid
0:38 for by the federal government under the
0:41 ACA but some states later voted to
0:43 expand Medicaid usually through ballot
0:45 initiatives over the opposition of their
0:47 Republican leaders and you can see all
0:49 the states that have expanded medicaid
0:52 on the map in dark blue and that
0:53 includes some very conservative States
0:56 like Arkansas Louisiana and
0:59 Oklahoma Co pushed Utah and Idaho and
1:01 solidly read Oklahoma and Missouri to
1:04 expand Medicaid in 2020 and North
1:07 Carolina passed legislation in 2023 to
1:09 expand Medicaid effective December 1st of
1:10 of
1:13 2023 still several million people remain
1:15 stuck in the Medicaid expansion Gap in
1:18 the states in Orange they don't make
1:20 enough money to pay for their own health
1:22 insurance even with the help of the
1:24 marketplace and subsidies but they make
1:27 too much money to qualify for Medicaid
1:28 in those States that never expanded its coverage
1:30 coverage
1:33 the uninsured rate was about 17.1% in
1:35 the fourth quarter of 2013 before the AC
1:38 ACA individual mandate went into effect
1:41 by the end of 2016 it had fallen to
1:44 10.9% and while the ACA Remains the law
1:46 today early in his presidency Trump
1:47 announced quote I want people to know
1:50 Obamacare is dead it's a dead healthc
1:53 care plan and they did try to overturn
1:56 it they were just not successful Trump
1:57 shortened the annual enrollment period
1:59 of marketplace insurance plans they cut
2:01 funds for marketing those plans and for
2:05 ACA Navigators who help Americans enroll
2:07 in the plan that's right for them the
2:09 uninsured rate in 2019 was the highest
2:12 since the ACA was enacted as a result of
2:15 these policies now in late 2018 Trump
2:18 and the GOP passed the tax cuts and jobs
2:21 act cutting taxes by $2.3 trillion
2:23 dollar which added quite a bit to the
2:25 deficit but they also set the individual
2:30 mandate penalty down to0 doar as of 2019
2:32 and Trump and the Republicans argued
2:34 that without a tax associated with the
2:36 act now because it was down to zero the
2:38 remainder of the Act was
2:40 unconstitutional they argued that the
2:42 Mandate was not severable able to be
2:45 broken away from the ACA and that as a
2:46 result the court should now rule the
2:49 entire Obamacare law as
2:51 unconstitutional the Supreme Court heard
2:53 this case in November 2020 but rejected
2:56 that argument in their ruling in June of
3:00 2021 now in 2009 Obama deployed 177,000
3:02 more troops to Afghanistan that put your
3:05 thinking caps on where have we seen a
3:06 president dealing with an Insurgency in
3:08 a Middle Eastern country we're at war
3:11 with deploy a bunch of troops to try to
3:12 deal with that Insurgency before they
3:14 leave the
3:17 country good basically Obama used in
3:19 Afghanistan The Surge strategy that bush
3:23 had used in Iraq again this is kind of
3:25 the middle PA idea here there's a lot of
3:27 Republican stuff in Obama's presidency
3:29 The Surge was followed by a draw down of
3:31 American troops and the Afghan military
3:33 though proved unable to defend itself
3:35 despite billions of dollars in training
3:38 and we see comparisons here to both
3:42 Vietnam and Iraq in January 2011 Admiral
3:44 mccraven planned a possible raid on a
3:46 complex they suspected Bin Laden might
3:49 be at but it was entirely circumstantial
3:52 evidence there was no consensus as the
3:54 Obama Administration debated they had
3:55 several options they could do nothing
3:57 and wait for more information they could
3:59 do an air raid which would give them no
4:02 proof of death no evidence nothing like
4:04 that or they could do the raid and
4:06 actually put soldiers on the ground Vice
