we'll move to our reports of
Representatives an is here from the
county whenever you're ready an
you uh first I'll go over uh June sales
tax overall for the county it was down
2.13% year to date it was down
47% Municipal uh sales tax was down
8.16% percent and year to
date 2 down
2.56% and uh you know there could be a
number of reasons that uh this is
happening our sales tax goes up and down
throughout the year
a good uh part of that reason is has to
do with the way that the uh state
reports it to us and we also uh know
that there's some softening in the jobs
market and possibly some other economic
factors going out going on uh we at the
last legislature meeting we passed a
resolution to go over the tax levy if
needed we we're hoping not to but uh
we had not we had voted it down a few
months ago so that uh it came back
around somebody and a legislator brought
it back around just to have that uh we
passed a resolution to explore what it
would be to have what would be the
impacts of having a countywide minimum
wage that would be higher than the state
minimum wage and we had a number of
people from the community come out and
speak in favor of this
what it we're basically doing is doing
an exploratory starting an exploratory
process and uh hiring a consultant to to
help us with this so uh so stay tuned for
that see we um also we heard from a
number of people in the community that
and from our Human Rights
Commission and our human rights
Department that there's been
over the last uh year or so there's been
increased incidences of uh of racial profiling
profiling
racial uh Targets in the community in
including children so uh we're
encouraging people if you see something
say something speak up you know uh a lot
of times people say things and uh make
comments Target people and nobody speaks
up so we're uh that that was from the
the folks that experienced it they said
that it's really hard because people
like right near them don't typically say
something so please uh speak up because
uh some people are feeling more
emboldened to uh say say things that are
are racist and uh we want to you know
community and that was all I had

this board um the item I have were you
make mention of
the pro housing community designation
yeah leave that I'll leave that for you
a minute all right um do we have need of
month I have need for it not to
be I don't have any need I'm going to be
meeting with Matt regarding the fire but
oh okay so then we will formally notice
the cancellation of our second monthly
meeting so that we aren't double booked with
supp that's
that's
against request to least address it
today which part
thees we're not going to be able to
discuss so we'd be looking at two more
weeks because our September meeting is the
the
9th which is a little bit
earlier that's okay I don't want I'm not
just yeah I
mean I think Ben wanted to hold off
yeah we'll have to put it on the agenda for
the
we will I think we will resume our twice
monthly meetings in
September that's a good time to start
we'll see get there I
think all right uh fire
wor um nothing major we had uh 36 calls
two structure fires I think they had
pretty scary uh rescue situations which
our younger volunteers were very
commended as to their
professionalism and their training on
how they handled those specific
situations and so those went very very well
well
um they're just continuing with their
training this week uh they're doing the
repelling they're doing open water
rescue confined space training and motor vehicle
vehicle
training um our volunteers are very
concerned about the new uh proposed oia
regulations towards Volunteer Fire um
companies pretty much because they're
raising the level of those
regulations almost to the level of professional
professional
firefighter and they said that their
concern is loss of volunteerism simply
because they put in tons of hours
already people have to hold full-time
jobs during their volunteer time and
obviously the concern is well you have professional
professional
firefighters that that's their job so
they can take time off from their job
they could do training while they're on
their job but these people have to you
know our volunteers either have would
have to take time off from work um which
is obviously something a lot of people
can't do right now and um um that that's
family time and takes away family time
so uh one thing that they were
discussing that you know within the last
20 years our volunteerism has gone down
almost 50% so you know we're going to
see I don't see an increase in
volunteerism along those lines and
especially if they tighten up the
regulations um for the training
structure to be equal to that almost
equal to that of a paid volunteer or paid
paid
firefighter um that would make it
difficult I think some of those
regulations will also
include perhaps us having to replace
equipment earlier than what our regular
um schedule is so that's going to have a
financial effect on us too considering
that we lay out a very specific timeline
for when we need to replace trucks and
equipment and everything and if they
make that sooner and a fire truck is a
million dollars that is that makes
things um really difficult but I
think is it Kirsten Jill brand I think
is kind of uh making them look at the
overall picture and saying that this is
really going to impact smaller Villages
and smaller towns and maybe there you
know you can't compare apples to apples
when it comes to that so we're hoping
that maybe that won't come to fruition
the way that they think and there's
going to be a lot of paperwork involved
a lot more paperwork involved so that
makes it tougher too so that was just
marsh um as I mentioned Deputy Mayor
Carver excuse for the evening we will
have some
EMS potential EMS hires to discuss an
executive session at the end of the
meeting uh DPW water sewer C Farmers yes
so uh I'll start with the first item
here Congress Street storm water quotes
so we've been working on this project
for quite some time to do some storm
water repair on Congress Street um we if
you'll recall approved purchasing
materials I think at our last meeting
for this and we now have a quot for um
the actual work around the around yeah
the labor I guess around the around the
effort um we were hoping to get multiple
quotes I know Dusty spent a lot of time
on the phone with at least two different
groups and we've only been able to get
one quote um formally the other quote
anyhow
yeah yeah and I'd like to move ahead I
mean we've been trying we've been
kicking this effort down the road quite
a bit for quite a while and I'd like to
propose that we accept the pns
Escavating quote for $20,000 to do the
actual install of the materials that we purchased
purchased
previously um and you know I in I'd love
to have more quotes but we just have not
been able to get additional quotes you
run into the same situation we do with
the fire department it's like a lot of
is so specialized there's only a few
companies that do it or one yeah this is
the remainder of that last Daz grd yeah
y so they'll we we purchased the
materials so we could do it under our
you know tax taxing and and so forth um
and so this is just for the install
piece of it so I will make a motion that
we accept the pis Escavating quote
work I'll move that you you can second

quote in here has a bit more
conversation that's why I asked Dusty to
join um there are two Schmid's wholesale
quotes in the
Dropbox uh these are
for new water meter read heads so we
have water meter reads heads that are
remote reads So currently DPW drives
around and does a radio read of
everyone's meter just from their truck
they don't have to get in your house um
we are we installed most of them what
like a decade ago and they're kind of
their yeah so they're getting to the end
of their usable life and so we're
starting to
look what's the next evolution of these
that we want to go with uh and we're
particularly looking right now because
we just installed or a bunch of new
meters were just installed up at compest
mobile home park um and we need read
heads for those meters specifically so
we're kind of using this as an
opportunity to think where do we want to
go next um and so Dusty's recommendation
and all if you have anything to add
please do is to go with cellular read
heads and so instead of driving around
in a truck every month these would use
the cell network to continuously on some
every couple of hours or something sort
of basis let us know how much water is
being used which reduces time driving
around getting all the reads also gives
us the ability to do more real time hey
we noticed your meter is going crazy do
you have a water leak do do you have a
water main pipe service you know line
break while you were down in Florida for
the Splinter those sorts of things um
and we can just better track usage right
now every month it just gets a little
tricky sometimes if a read is off what's
going on this way we have much more
consistent data over time
also fire request for every mons so if
someone calls and say after we read
somebody us my meter would seem can you
read it again three days later and say
yes but water obviously went through
your meter we can't tell you where or
it's not running right now so whatever
was face which usually winds up
being a stuck toilet and nobody ever
seems want to Bel that once we tell them
that that is the cost this will tell us
I believe it s a pain or whatever every
four hours to let us know any meter that
is on cellular service what your meter
read is and so we can choose to read
every five monthly but then if someone
wants to call and say hey
you know or if it sends the pain to the
system and the program system say hey
this user who normally uses so many
gallons has a lot of water flowing right
now we can call and alert them the other
main reason for going this way is
the the radio reps that we currently
have are no longer produced through
Badger company they don't they don't
produce these anymore um so can't go
with those moving forward um the options
are to go with this cellular read style
which is all set to run with the
programs we have or we get these other I
can't remember they're called C or me
reader heads and then we need all the
programming for the computers we need a
new reader computer to carry around and
so now we're carrying around two
handheld computer devices in the truck
reading whereas the sell one sense to
the laptop or the computer or tablet
whatever that we already have um there's
no need for any other Hardware purchases
except the register heads is there software
software
purchas um so there's no the software
that we have should already work with it
but there will be a
cellular Fe and I believe that's
considered like $1 per register head
okay that we have and that price goes
down the more reader heads we get so
once you have 500 Greer heads it drops
to like 98 cents for it's not a big
difference but it it does decrease in
more heads in the system we have sell
over um we have a huge credit with
Schmid sale because when all the meters
and register heads were purchased for
Compass two years ago the meters all
went in and we're fine they match our
meters but the register heads they
bought two years ago were the wrong
style don't work with our system and so
we had to return that so we have I think
that the cost right now for 150 meter
head is like 42 gr y we have a credit of
17,000 in oh that's so that's the other
quote there so the two quotes one is
negative 17 so that's our credit I see
right now to just get the amount of
homes that are in compass we could order
only like 120 met and have and that
would cover all of that and we forward
you know how many we want order to have
on to start replacing meters that are
going B in the
village how long is it going to take to
have the whole village
replace replace um so a lot of that
depends on how many how many meters are
there uh there's roughly 850 M
850 now that's not all currently 3/4 in
radi head so I would take it would take 800
800
815 of indidual household meters
buildings like the
schools um a couple restaurants have
larger meters that require that style
how long uh how many can you do a year
it kind of depends on the restance how
quickly we can get permission to get in
we have to go when we did so they
started with this system before I
started here and it took
us probably 10 years to get everybody
but I don't know how hard of a push
there was put out um once I started we
started making a hard press on getting
into home we send out letters we s out
words and this would actually be a lot
less time because we don't have to
change the whole meter out it's just a
quick swap of a meter head there's no
pulling of an actual
meter saves time so I think
realistically two years maybe three we
could have everybody switch um if we if
we put a hard press on it send out
notices go door to door and say we need
two minutes of your time and we come in is
is
that last just to change the meter head
it's it's that quick it really is it's a
it's one screw the meter Twist Off you
put the new one on and you're in and out
um whereas when we did it 10 years ago
you had to go in you had to schedule you
had to shut their water off pull the
whole meter run a new line it was at
least a 10 to 15 minutes
all the biggest thing is getting
permission from people to get in their
house we ran into trouble
with 30 to 50 customers that didn't want
to Bru
so so what's the question for us uh I
think the question for us tonight well
actually the last question for for you
Dusty is did you look at where this
could come from because I've got numbers
between 17 to 26
or this was pulled right from the water
I think
40.4 it's not water sour of power
pumping in from there okay it's what we
usually pull out biger water equipment
out Val what but last the last time we
when they did this when they me to years
ago it came out of that account so I
woulde and were we were we kind of
planning for that this year in the
budget to your knowledge
okay all right so that
it um it really is more about water I
mean I see I could see an argument if we wanted
wanted
to but we also have some people who are
on sewer you know who have water gets a
little fun funky in some
places it's not
so all right so we we need to figure out
a line but then I would what I would
recommend is we at least start with the
120 for Compass because I know that they
want to keep moving and then maybe what
we should start figuring out
is how to probably over the next year
like build a plan for the next couple of
years every year we put in you know
enough dollars for whatever amount so I can
can
a we can start working that up um but
let's see so you what did did you know
what the name of what was the name of
the line you were thinking ofce
supply all right there's like a cser a
stip and equipment in a contractual line
for that would be Contra a contractual
okay so that's
see all right yeah so then I
would so I'll make a motion that we purchase

wholesale oh so that's less than this
current quote um and I have doing the
math have that minus
the refund that we have should be a
total of

is worth good whether it's little things

clearly we're headed in the right direction

finally we we really didn't point two
many issues one little one over here on
W Street behind Keith house um still
because that pulls all the drainage from
South Street and that side of town that
way drainage that runs cuts to his
backyard that causes problems but that
was about the of our water issues so locked
locked
out um did you share that with mrv I I
talk mat Friday again this morning um
and then n has called in a save
for so I assume within the next
week you should you should send pay that
it's not a guarantee but I know
obviously is on their
agenda be that was the stor from January
yes so I know part of part of way to pay
done okay all right uh and then the last
note is as Gordon mentioned we were
recently certified as a pro housing
community um so that is the conversation
we started last
month with uh some resolutions that we
passed and I took some time to put our
zoning information into a spreadsheet
Tom Myers took significantly more time
to put a bunch of permits and planning
permits and building permits into a
spreadsheet send that all off to the
state and recently as of last week we're
given the word that we were certified
for that which then allows us to receive
any Grant funds should we be awarded
them um for some the granting that we
also submitted for last month and we had
approved some resolutions for here so
that is some great news there is a press
release hopefully going out soonish and
we can tomorrow then and then we can uh
yeah feel good about being a pro housing
community and trying to get more grant
funding for II even though we're making
good progress we can continue to make
even more progress yeah that's great
me um next up is police Joanna thank you
um I don't have a report on stats for
for August um just some
major um I guess the most significant
thing that happened unfortunately in the
last month is that somebody did try to
break in to the police department office
um unsuccessfully thankfully um but
there is some repair that has to be done
for that um and because it is an old
building some of that repair will not be
to its original
original
um I guess facade of the building
building
um so and that person has been arrested
and has been charged and I think
arraigned potentially tomorrow so
so
um that was a
major thing um and then I have two items
so in the grant that I mentioned two
months ago we're looking to spend that
down it was an $83,000 Grant um some of
these items they
were um so
when uh Chief Nelson wrote the grant um
he had specific things in mind and now
that we actually have the grant he's
getting current quotes for those
items um
so because I wasn't here when he
actually wrote the grant which was more
than two years
ago um I'm not sure if some of these
items were discussed so um one of the
items that I sent to the trustees is
this flock
safety um so these are infrared cameras
that actually look at Vehicles only
license plates and the look model make of
of
vehicles um and it's it's part of this
system within New York State um so major
CI have them and then some smaller
departments are starting to get them as
well um so they identify Vehicles
if somebody commits a crime and there is
a vehicle to reference they're able to
track the vehicle with these infrared
cameras um a couple of examples at least
how it would work
locally is if somebody were to put a
skimming device on an on uh machine like
a gas station machine and um somebody
were to report that there was a vehicle
or if you know let's say you know one of
our G local gas stations if they
captured a vehicle on the camera we'd be
able to determine in which direction
they went towards and potentially follow
that car with these cameras um and find
out who the perpetrator is
is
um the other
another example is for Amber Alerts and
elderly alerts um it's a great way to
identify those vehicles and then again
try to find um that person that is uh
potentially in those cards that have been
been
identified um so for this item it is a
three-year contract for $38,600
um that is being covered by this grant
um the one thing to keep in mind is that
we don't have to keep this particular
particular
um this for this system if we can't
afford it afterwards it's just one of
those things where it's part of the New
York State Network and it would just add
some security to our
area um I think one of the things that
Chief Nelson and I discussed is actually
looking to see over those three years um
what type of benefit we would at least
for our village have
um and after that it would like it says
here it's $112,000 per year so it would
be it would carry a $112,000
$112,000
um uh charge every year so it would be
something that we would have to budget
in the future if we decided keep
it um so that is
flock so and I I only sent the quote on
Friday so can I make a motion to sure
and I just made it into the Dropbox no I
don't see it would you like me to put it
but all of this is covered by the grant
Tech Grant yes the first three years is uh
uh
grant you want to take them one at a
time you want to go through go over each
thing and then come back to it something
uh so the other two are a completely
different system so I'll take this one
first and then the other
too um so did you and chief discussed
where these might be placed yes
yes so the one caveat about these is
that um he does want to place them on
the main road but because it is not our
road he has to place them 25 feet away
from that road which would mean that he
would have to have permission by some private
private
residents um so he did have some
suggestions um on where to place them it
would be and I don't need to know like
specifics I think the IDE was mostly was
is like the intent is to mostly do Main
Street is that is that accurate yep
yep
yeah I mean I don't think he really
cares if people know the location that's
fair and this is the car identifier
safety so and with this software be able
to like identify something in particular
and if our vehicle isn't in that area
they would get a notification or it's so
it only identifies vehicles um if it
were another
Department that were looking for a
particular vehicle it would tell them
whether or not it came through our area
fancy okay the only thing that I would
say is that our main road is I mean we
have a lot of people that come through
yes we do we do we're in
right and we could always track um one
of the caveats about this grant is that
any information that we receive from
using any of this technology has to go
into um there's a New York state system
where they keep
data um so there will be a way to see
whether or not it is useful for our
village okay so there's a way to track
that to see if it really is something
that's worth paying for
right okay think about it the technology
is pretty amazing forer to be able to do
that for a thousand bucks a
month you track any vehicle where the
system set up yeah I mean it isn't
pretty big brother but it's yeah it's
also it's also fascinating it could be
done yes I was just looking for and this
particular one does not identify people
so right just Vehicles right the other
example I guess I would give and I know
this is just from working in banking and
and working in our security area at that
time is there actually was a huge uh
ring um that was devoted to taking
personal checks from people and actually
going to through the bank Drive I saw
that yeah um and and that is something
that is occurring within our own area um
I don't think they ever got to our area
but I know it happened as close as
Watkins Glenn so it would have been able
to right you know we would have been
right
okay so I will will make a motion
to purchase block
safety for a contract of three years at $
$
38,1 on the grant

okay next up the other thing is and I
know this has been talked about um for a
while is the replacement of our security
cameras for the police department um the
cameras right now they're not of great
quality and they're a lot older the
technology is also
older um
so um it's become less reliable
reliable
um and so part of this money was looking
toward getting those that
funded um the chief made a decision to
place the more
expensive um I would say higher technology
technology
uh item on this
grant um although we do have two quotes
from uh for cameras uh so the one that
we're looking at is called verada and
that is for
$227,500 and it's a five-year contract
it would for those five years it would
completely be covered by the grant money
after that um we would be looking at
maintenance fees which um we don't have
an exact number but from uh Chief Nelson
it was uh most likely around $250 to
$350 per camera uh per year um this the
information that we get for the cameras
actually is stored on the cloud and
there is unlimited
storage um there is a higher res resolution
resolution
and the software is updated by the actual
actual
manufacturer um which is why it carries
a higher price tag
um so it is for 10 10
cameras um and and the software and the
installation the other it
so Chief Nelson did try to get something
that was
comparable but it's very difficult um to
compare items so this one is the 10
cameras but there is no
real software updates that is continuous
it's like if this if the software
isded right nobody updates it yeah um
it's also for 10 cameras it's for fewer
years I think this one is for well there
are no years because like I said it's
installed and done um and then we
get and then the hard so the storage is
internal it's two terabytes on a hard
drive um and that would have to be
maintained by The
Village um and that's what it
is and that is for ler price tag so we
could potentially go with this item but
once it's out of date once again we
would have to pay pay the full amount of
what it would take to replace that in
another you know however many years and
88 we definitely getting more with the
one and the fact that they maintain it
and update it is that seems like a
me
yeah the second what we got same
it
good to
know I don't know if it's the same
protect so Chief want and are you
recommending the badas I am
am
luric higher resolution it comes with 10
cameras he will be placing a camera in
the village office um also outside you
know replacing the cameras that we
currently have plus adding I think
cameras okay you want to make that

I'll just say the one thing which I
mentioned in the email is just checking
in with our it on like how to best
integrate all of this I don't have a
problem approving the quote and if it
turns out we don't need part of the
networking gear or whatever fine but I
would just check in with that make sure
that they're up for or I mean maybe if
if bluestorm or whoever is going to
support it but just that everything
plays nicely okay I will talk to Chief nson
yeah any other
station chief called me in the morning
and he said okay we've got so it's all
Clos back in we kind of went with his uh
plans on what he wanted to
so other than putting whatever he wants
so any other comments or questions on

also look we we also purchased some
portable radios that were um under the
threshold to bring here um they were
able to be replaced

and it is so tier crime analysis
actually that takes all of the data that
were um from these systems that we're
purchasing on the grant money um that
will be using the data I guess to to
track crime or whatever they do in that
office um and that is all I have for
today I'll have stats for
all right I'm Circle back to EMS because
I completely forgot Joel
has something for us to consider big
debate there is a the new ambulance has
been orders it's about to it's going the
last item so one of the big questions is rebranding
rebranding
um rebranding I suppose our uniform logo
and everything kind
matches uh all
our segregate in the fire department
just Community aspect many many people
in the community probably big majority
still are the fire department and so it
kind of gives us the ability toket
different a bit
um and change we same kind of anual same them
them
for had since my childhood so probably
25 30 years U what people do like is the
design ambulance so that wouldn't change
it would just be changing the color
ambulance it is a big it's a village
department so it's
going not make that decision
solely the other
opportunity to save some money could be
anytime you order anual order it in the
chassis in white or black if you ordered
it in Black it would save a couple, per
purchase because [Music]
the so it be a little bit less work but like
thoughts
comments I usually ask other people when
I need to match
colors fire department is also so things
to stay the same for people argument is
that they like being associated with the
fire department however they already
started changing their color as well so
black red as well
so One Way Or Another We're be different we
change and then this is if when you
order a new one it would be in these
colors or it's a repainting of existing
repain would be this
okay is that blue lettering with a white
outline I believe that the conversation
that might be both Leaf it might be
white or if it going match the fly Parts
there I think the letter the word should
be more predominant I mean they are on
the red and white ambulance
obviously they certainly will be that
yeah I'm the bad I'm a bad person to ask
because I'm a real traditionalist when
it comes to stuff like
that plus the recognition of an
emergency vehicle oh
yeah but what is it the letter that definely
don't yeah yeah if that were green or
yellow the lettering I think bright
white or white I think it would look
better than Blue on Blue um I do like
the newer color though the only thing I
would say is that
that
um we'd have to make sure that the
residents are informed that these are
our vehicles and not
privatized yeah
ambulance um because once you change the
color that people are used
to you know they might say no I don't
want that it might also help that it's
almost kind of organically Happ people see
see
the in a lot
yeah day I like is it more of a brighter
green than what is printed out here or
it is it's you
sh we can go go
yeah yeah and then maybe the letter
should be like the numbers are on that
great I'm happy to accept Joel's
recommendation I I don't have a reason
care looks like it's up to you looks
you my only preference would be that
although if you can if you can match the
colors of the fly card yes if they're
off exactly the same vyl I
sa yeah and and actually if the words on
this the lettering on the side could be
that bright green that would be helpful
I think this may be bright green with
like maybe light a blue outline or
something or white outline
yeah worst thing is people hate it you
got to rep I just didn't want to

that people know what it actually looks
time so put it on my calendar that would be

kids you know young adults and kids will
you know that's what they're used to
that's what they recognize is my cab and
I will say the department is very
divided too
much rebra are real right but I came
andal District area knows

I yeah that's what I would say just some
Community interaction so that especially

currently structured maybe we don't feel is fair a

fair way to spread it across commercial users versus residential users um and
users versus residential users um and and if we go that route we could kind of

look at how we adjust the the calculation of it to spread the
the the calculation of it to spread the costs differently between commercial and
costs differently between commercial and and uh residential users the end of the
and uh residential users the end of the day the system cost when it costs it has
day the system cost when it costs it has to generate the revenue to offset those
to generate the revenue to offset those costs there's a question of how do we
costs there's a question of how do we allocate between residential versus
allocate between residential versus commercial and across different types of
commercial and across different types of commercial so you're saying residential
