vendor relations is a motion to award a
contract for construction management.
I'm going to ask ask for and recommend a
motion to table that uh just temporarily
uh after a spirited discussion at last
week's work session. Um a uh a
successful bidder had emerged as a front
runner and the board had uh instructed
administration to negotiate a contract.
Uh we've just really begun that process.
We don't have a final contract to
present tonight. Uh so therefore I'm
going to request a motion to table that
award. Uh, and when the contract has
been achieved, um, there's quite a
possibility that the board will want to
award that at a special meeting. Um,
that's all I have for the solicitor's report.

fully back into this school year. Um,
and things are really moving along. Um,
I'm going to have them here eventually
uh to acknowledge them, but I would like
to make an announcement that the
district has been named an outstanding
visual arts community for the 2425 year
by the Pennsylvania Art Education Association.
We are very proud and excited to receive
this prestigious award and to have our
artistic community recognized in this
way. I'd like to specifically thank Ryan
Nat for his work um on ensuring that the
district was named an outstanding visual
arts community. Um he was really
instrumental in this process and we will
have them here to be formally
recognized. The district will host a
student employee and family immunization
clinic for COVID and flu shots from 3 to
5 at Scranton High School on October 8th
and at West Scranton High School on
October the 5th. You can register which
passed. You can register. It must be the
wrong date. Sorry. I'll get that. You
can register using the link on the
website or the social media pages. Uh
this upcoming Friday, we have a
professional development day. There's no
students in school, but we are very
excited for the professional development
that will be taking place for our staff.
Um there is no school on Monday. It is
Columbus Day and Indigenous People's
Day. Our PEOS and building level score
results arrived and were shared with our
principles uh to those schools who made
dramatic increases. We will be bringing
them in um so that we can uh honor them
to the board for all their hard work.
Plans were finalized for offering the
statemandated personal finance course
that will be required during high school
and that will happen next fall in 2026.
The new state standards for personal
finance, family consumer science,
economics, and career education and work
will be embedded throughout the K12
curriculum. And that's set to launch
July 1st, 2026. Um, I'd like to take a
moment uh if you didn't know, October is
National Principles Month. Uh there was
a message sent out to all of our
principles, but this is the time that we
take and we honor all of our principles.
Um, having served and part of my career
both as an elementary school principal
and a high school assistant principal
and then a high school principal, I know
the countless hours that they put in um
on weekends and in evenings um often
sacrificing time with their families to
make sure that they're covering their
building events. Um so please if you see
one of our building principles, make
sure you take time to honor them. this
month. It is also National Physical
Therapy Month, which is a critical
component um to the educational process
for many of our students. So, I'd like
to thank all of our PTs and um their
assistance this month as well. Um and
Friday is also World Mental Health Day.
Mental health is just as important as
physical health. It's why it's so
important to take care of yourself. Uh
we have many many resources throughout
the district um when it comes to
supporting the mental health of our
students and our staff. Um and if you
are ever in need, please reach out
because we are here for you. Um there
has been a lot of press around the
Scranton School District over the
weekend. Um when it comes to the state
budget, I've made multiple public
comments about the state budget and it
is impacting us at this time. Um, we are
now removing educational opportunities
for our students through afterchool
tutoring, through field trips. We are
halting or postponing professional
development opportunities for our staff
to give our kids the best education
possible. Um, and the stalemate in
Harrisburg is having a direct impact
each and every day here in the Scranton
School District. Um, as I've said and
I'll continue to say, our local
legislators are fighting hard for us.
Uh, but this needs to end because a
state budget impass should never affect
the education of a child. And that's
what's happening to us here in Scranton.
And because of our calendar budget,
we're just in a little worse of a place
than everyone else. Um, so I hate to end
on somber news with all the wonderful
things that I just went over, but it's
really, really important that people
understand that this state budget impass
is directly impacting our students and
our staff here in the Scranton School
District. Thank you, President Holmes.

tonight we're going to take a few
moments to recognize three special
groups. Uh last month if you were at the
board meeting, you had the privilege of
hearing Caitlyn Manley, who's one of our
students at West Frank High School,
speak about an experience she had in
Washington DC this past summer. Uh
Caitlyn spoke about her experiences at
something called the National Youth
Leadership Forum on National Security.
Uh something that's just unique and
special and something that needs to be
recognized. So, we asked Kaitlin and her
family and Dr. Stevens from West Grant
High School if they would come back
tonight because we would like to honor
you for that work and taking it one step
above and beyond as a student and
representing West Scranton High School
in the Scranton School District at such
a large uh and national event. We're
extremely proud of you. Caitlyn, come on.
She's not speaking out, is she?
Next is a very special group to me.
Standing in front of us is the Armstrong
Mighty Mers. I had the privilege of
running with them this summer. Um, if
you don't know Marsha Johnson. Marsh,
how long you started this now?
>> Uh, we've been doing it for 12 years.
So, feel about.
>> So for 12 years they run an after school
club where the students in third and
fourth grade at Neil Armstrong
Elementary School have a running club.
Um and they run. I've been there to see
them practice. There's no jokes about
what they're doing. Um and this is just
a wonderful thing that happens there.
And as Mrs. Johnson said, this is 12
years. So back in August, and I'm happy
to say that I participated in this,
there was the BK5K.
Um, and there was a grant submitted
through that and they received the grant
So, tonight we have Marsha Johnson with
us. We have all of We have the Mighty
Mers here. We have 16 of our students
and some of their parents. And we also
have representatives from Fastenol who
are here to give us a $5,000 check for
the Mighty Miners. So, I'm going to have
you come up there, Mrs. Johnson. >> Okay.

But I would like to thank Dr. King for
inviting us in school for this moment
because my kids are super important to
me and running is secondary. We run
because we do this to gain friendships,
strength, endurance, but most
importantly to be kind to one another,
to help one another. And we have money
now for 52 pair of shoes. But I do want
to recognize Mrs. King. She has I have
52 children. She has 65 from
she asked me for um ideas on how to But
we are volunteers for this program. We
are looking for any kinds of funds. $460
for t-shirts, lots 52 pairs of running
shoes, lots of money. So fast and all,
this is awesome that you are able to uh
help us out with our goals. So thank you.

Hello, my name is Zachary Malunis and
I'm one of the Mighty Mers. I'm very
happy I joined this amazing club. The
coaches of the Mighty Mers running club
are so helpful, kind, and encouraging
and they've taught me so much. When I
first joined Mighty Mers, I thought
racing was all about running as fast as
you can all the time. But the coaches
taught me to keep a steady pace and not
give up when it gets hard. and all the
training and encouragement all led up to
the two miles race at the mo at the
Marvin Trail where I finished first. I
do not think I would have gotten first
place without the guidance from the
coaches. I've also benefited from this
club because of all the great exercise
we get. It also teaches us teamwork as
we're allowed to run in a group or with
a partner. This benefits us socially too
because we meet new people and make new
friends. I have loved every moment of my

finally, I would like to call our
district attorney, Mr. Brian Gallagher
and James Simroll, if they can come to

So, you live in this world long enough.
Um, and you always hear things said to
you when you hear about youth and you
hear about the bad things that happen.
Well, what are you going to do about it?
Um, and I've been asked that question so
many times in my career. Well, what are
you going to do about it? So last summer
I was sitting in my office and our our
DA um asked if if he could come in and
he could meet with me for a little bit
with Mr. Simmer because they had
something a plan to move forward of what
they were going to do about it. uh
through a partnership with the district
attorney's office and through the work
um we last year piloted a program at
northeastern schools at risk males to do
mixed martial arts and along with that
came a guidance lesson and a meal and
just a wonderful program that helped
build up those young boys who needed it
at that time. Um, it was probably one of
the most awesome things that was ever
brought forward to me. And I begged and
I pleaded uh DA Gallagher to please
figure out a way to get it into all
three of the middle schools and he came
through with the money to be able to do
that. So [Applause]

of of Brian Gallagher and through
personally at all these events, we now
have this program running at least one day
at most atrisisk male students help
build positive male relationships
program and it is a lights out knock
awesome program and I can't thank them
enough for

He does it every Monday for fellowship.
In the beginning I was trying to do it.
>> yeah I was saying and I'm like if these
is like a machine. He just he'll smoke
two packs and he get in there and just
be able 45 straight minutes.
>> So I just like to say that sometimes all
you hear is the bad.
There was a lot of good tonight. So, I
there's a lot of great things happening
in this district. The visual arts award
um and the the three groups that we
honored tonight. I I just want to just
point out that there's a lot of awesome
things that happen here every day and
we're going to keep doing those things
so you could see them. Thank you. [Applause]

We'll now have a report from the student
representatives from West High School, I
mean from Scranton High School. We'll
>> Oh, and Mr. Jennles corrected me. The
immunization at West Grant High School
is on the 15th, not the 5th. So figured
that was wrong.
>> Good evening everyone. We've had a great
few weeks as Granton High School.
Starting off strong, the Knights won the
bell game 51 to6 and are keeping the
bell for the seventh year in a row.
Great work, Knights. Congratulations to
our October students of the month,
Cadence Griffin, Paxton Ayers, Daniela
Gomez, Lucas Rean, Sophia Laffy, and
Alessandro Sodto.
Our student athletes of the month,
Bianca Perez and Rissy Doo, and our
teacher of the month, Mr. Martin. Mr.
Martin is a veteran educator and coach
in special education recognized for
fostering inclusion and awareness
through a studentled recycling program.
Congratulations, student and Mr. M
students and Mr. Martin. So far this
month, we celebrated National Custodian
Day, World Teachers Day, and National
Coaches Day. Hats off to all students
will take the pay survey tomorrow,
October 7th.
Our students have been very active
within the community community lately.
Two representatives, Peter Qui and Stacy
Money, are representing Scranton High
School at a student mental health
symposium on on Tuesday, October 21st.
Within the last week, we've had many
students volunteer within the community
in events such as Touch a Truck and the
Buddy Walk. Students will also be
volunteering at the Steamtown Marathon
registration taking place all weekend.
Last Thursday, October 2nd, we had a
financial aid night.
College visits this week in the FRC are
as follows. Elizabeth Town, Elizabeth
Town College, Villanova University,
Leviette College, Ms. Record University,
and Dickinson College. And next week,
Common Commonwealth University,
Bloomsburg, Lockman and Mansfield,
Delaware Valley University,
Springfield College, Rochester Institute
of Technology, and Mount St. Mary
College. On October 14th, students will
have a night out at Kelly's Pub and Eery
to benefit the senior class. We
celebrated our senior our senior soccer,
golf, and tennis players, as well as our
cross country runners last week.
Congratulations, seniors. A few runners
from our cross country team also
participated in the Paul Shore
Invitational meet at Lehigh University.
Our girls tennis team qualified
qualified for districts and our boys
soccer team has a twoame winning streak.
Nice job athletes.
There will be a dual enrollment
presentation on October 15th for any
student interested in buying college credits.

The SEAL has a monthly bulletin board
contest in the hallway. The October
theme designed by the SAG club is
respectful responsibility. Our
homecoming court nominations will begin
on Monday, October 6th, and voting
voting will take place on October 8th,
and our homecoming court will be
announced at our homecoming game on
Friday, October 10th. Thank you so much

Good evening board. I would like to
start off today by talking about Invader
athletics. As the fall season is nearing
an end, our teams have had very
successful seasons. West Cran Golf set
the school record for most wins as they
finished with their season with nine
victories. Girls soccer recently had a
two-0 win over the Knights on October
2nd. It was one of the toughest games on
their schedule yet, but they overcame
and ended it with a win. Girls tennis is
off to semi-finals after their 5-0
victory over Valley View. The varsity
tennis team ended their regular season
with the record of 13-2. They broke the
school record for most wins in a season.
Senior Giovana Furlla also broke the
record for most doubles wins in a
season. She had 14 wins. and senior
doubles team Alina Nina Milani and Norah
Franfelker also set the school mark for
most W doubles wins. They had 13 wins.
Stepping into insight on our clubs,
Haunted Halls is back this year as a one
night special event on October 18th.
Doors will open at 4:30 and close at
10:00. We have over 70 kids from our
student body participating to turn the
school into a postepodic world. This
event services serves to bring funds to
the drama club for our upcoming play.
This year, Westgran Pride team will host
its first ever Halloween event for
elementary age schools in our community.
This event is a fundraiser for our
positive behavior program at Westgran
High School. Students in our school will
volunteer their time to host fun games
and activities for the kids in our
community. We will have games such as
pin the eye on the zombie, spiderweb
toss, and Halloween crafts. We will
offer face painting and glow-in-the-dark
tattoos. We will also have many costume
contests every hour of the event where
kids can win prizes. West Grant loves to
provide opportunities for our community
to get involved with our school. Our
event is S, October 25th from 3:00 p.m.
to 7:00 p.m. Tickets are sold at the
door for $5 and $2 for kids two and
under. West's annual powderpuff game is
scheduled for October 25th at noon.
It'll be taking place at Memorial
Stadium. West SAD Safe Club recently
celebrated Star with Hello Week last
week as they welcome students into the
building with Starburst and they put up
their Star with Hello tree in the
cafeteria. Whoa. Diversity Club recently
celebrated their Hispanic Heritage
Month. They put up a display by our main
entrance and hosted a craft workshop in
which they created pel picados to put
around our building. The breast cancer
awareness club is also hosting hot
chocolate sales every five of the month
to give back to breast cancer cancer
research. This month marked an extremely
exciting chapter of West Grand school
year. John of Candy Elementary also had
a very successful start of their school
year. The first group of candy cadets
were nominated for exemplifying respect
during September. They had their first
schoolwide positive behavior blowout
with special guests from West Grand High
School. Girls on the Run is up and
running for a third season at JFK. Girl
Scouts during lunch and recess has
kicked off for students in K to 4 with
many students returning for a third
year. It has also been quite busy at the
plaza. The National Theater for
Children's presented the safety crisis
and partner with PPL to present the
importance of electric safety and
electricity. Our kindergarten and fourth
grade students also had a visit from the
Scrant Fire Department learning all
about fire safety. We are proud to share
that McNichols Plaza has once again been
recognized by the state for successfully
implementing tier 1 and tier 2
schoolwide positive behavior
intervention and support. This
recognition reflects their ongoing
commitment to fostering a safe and
respectful and positive learning
environment. To celebrate the students,
they dedicated their first PBIS blowout,
a schoolwide dance party. Some of our
classes have been spending time in the
sensory garden as well, enjoying a
peaceful, hands-on, safe design to
support wellness and sensory
explanation. Lastly, I want to take a
moment to give a big moment to give a
big McNichols Plaza welcome to the
newest member of our school community,
our new preschool class. Our newest
young learners have joined the building
with big smiles and eager hearts. They
along with the kindergarten are learning
to rise up and demonstrate respect,
integrity, excellence, and excellence.
That wraps up everything happening this
month with many more to come. Thank you

September 8th, I spoke about Title 9
violations in athletic funding at
Scranton High School. Tonight, I'm here
to request necessary a necessary step
forward by implementing a Title 9 equity
committee. This committee composed of
coaches, administrators, boosters, and
board members can follow a transparent
and accountable process that will
correct gaps and restore the trust of
the community. Its purpose will be to
review athletic funding annually,
identify inequities, and recommend
proper allocations before each season
begins. This is not about taking away
from any one program. It's about
ensuring fairness to all and to prove to
every student athlete that their
opportunities matter. I'd like to say
thank you to Superintendent Dr. Keading
for her swift leadership in moving the
SSD in the right direction. With that, I
respectfully urge this board to take
action tonight by holding a vote on the
creation of this committee. Thank you.

Motion to authorize district
administration and solicitor to engage
EC collect PA LLC
to collect and perform audit discovery
for delinquent payroll and business
privilege mercantile taxes. Engagement
in contingent upon satisfactory review
by the district solicitor of the terms
of the agreement.
Financial impact 25% of the gross amount
collected including face penalty and
interest within the 90-day appeal period
as per the taxpayer bill of rights and
an additional 5% after the appeal period

Um I I know there were some questions
last meeting just about what Burkheimer
does, I guess.
>> Yeah. Yeah, let me speak to that because
I think that's what this language is. Um
make sure it passes legal review. Uh
there's either an ordinance um or
another contract that's on our books
here that has the word exclusive in it
where this board has either appointed or
awarded a contract to Borheimr to be the
exclusive collector of payroll tax.
What I believe that means is they
collect from the list that they are
supplied from the single tax office. Uh
if I have a business and I register it
with the single tax office, then I'm
susceptible to the payroll tax. I
believe what E-Collect does is something
called audit discovery where they come
in and they find folks who did business
within the city who are susceptible to
the payroll tax but haven't registered.
If that's the case and they do something
that Burkheimr doesn't do, then we can
deploy that. But if they are going to
duplicate the services at Burkheimer, we
might only be able to deploy them after
the business privilege tax. Does that
make sense? So what what we were going
to do after this authorization is sit
down with Burkheimer and ECOL uh and uh
encourage them essentially to work together.

it's a contingent fee service. Uh so
they're they're they're paid based on
what they collect. So, I think we took
the position of we're better off having
multiple bill collectors going after

not going to cost us anything more, uh,
there's nobody collecting business
privilege tax right now because we
stopped administering it.

attention language in the Burkheimr

it. And I said, "Yes, if they do
everything that E-Collect does,
including audit discovery by this
document, they are technically entitled
to perform this service. If they don't
have the audit discovery services that
E-Collect does, then they are not doing
the same service and E-Collect can
provide that. We don't know yet until we
have the meeting with E-Collect and
Burkheimer. But we're not violating a
contract or an ordinance because we
haven't given them this engagement yet.
And under any circumstance, you're
definitely authorized to engage them to
collect the delinquent business
privilege tax." The question that's
outstanding is uh are they duplicating
the services at Burkheim for payroll and
