welcome to our h w bush and bill clinton

lecture today we'll be looking at h.w

bush's main policies

what steps he took before and after the

first gulf war

and what was the third way and some of

the third way

policies of bill clinton so just a note

of course there have been two

president bush's in recent history h.w

bush is the father

of w bush so anytime you see the h in

there that means we're talking about the elder

elder

uh who was president from 1988 to 1992

if you just see

george w bush that was the president

later from 2000 to 2008

so just be sure and keep those two

separate in your brains

so george h.w bush became president in

1988 after serving as reagan's vice

president for two terms

and he nominated john tower a republican

senator from texas to be his secretary

of defense

now tower staunchly opposed the civil

rights act in the voting rights act so

democrats didn't like him

but he had also alienated many

conservatives because he supported ford

over reagan in 1976 so the more moderate

candidate over the more conservative candidate

candidate

he also supported legalized abortion and

he opposed reagan's strategic defense

initiative that

star wars program he later led the tower

commission which was in charge of

investigating the iran-contra scandal

and was highly critical of the illegal

actions of the reagan administration

so neither party likes him but on top of

all of this

tower was also a twice divorced

womanizer and heavy drinker with a

bad reputation especially for getting

blackout drunk

this does not seem like someone we

should have in charge of the department

of defense

citing concerns of conflicts of interest

and about his personal life both

republicans and democrats demanded that

bush withdraw the nomination and you see this

this

tower fiasco playing out on the front of

time magazine there

when bush refused to withdraw the

nomination congress defeated it

the first cabinet defeat since the 1950s

and the first

ever for a newly elected president so

remember the president gets to appoint

these officials to

to head all of the executive departments

and to be his cabinet

but the senate gets to confirm these

people if they can't pass the net

confirmation they don't get to have the

permanent job

bush instead chose wyoming congressman

dick cheney to be his secretary of

defense and cheney passed the

confirmation process

unanimously now bush had to contend with

democrats controlling both houses of

congress and so some of the acts that he passes

passes

seem a little bit more moderate even liberal

liberal

canada protested that american pollution

was contributing to their acid rain

problem as the jet stream pushed the

pollution north and was killing fish a

big part of the canadian economy

as a result bush signed the clean air

act in 1990 which enacted tougher

standards on automobiles power plants

and cities to cut pollution

but the act bush that he was most proud

of passing during his tenure

was the americans with disabilities act

or the

ada which just recently had an anniversary

anniversary

the ada afforded similar protections as

the 1964

civil rights act outlawing

discrimination against people with

mental or physical disabilities

it also required covered employers to provide

provide

reasonable accommodations to employees

with disabilities

and it imposed accessibility

requirements on public accommodations

though recently there has been a push to

withdraw some of its provisions

and to weaken the act now those public accommodations

accommodations

and making them accessible doesn't

necessarily mean that all buildings have

to be

say wheelchair accessible or accessible

to someone on crutches

but if that building is updated if it's renovated

renovated

then it has to be brought up to those

new standards

critics argue that this thing made

doorknobs illegal and in a sense it did because

because

you need to have a door that can be

opened by someone who doesn't have a thumb

thumb

and doorknobs can't be opened unless you

have a thumb at least not easily

so they don't meet the accessibility requirements

which the law began to put into place

thurgood marshall the first black

supreme court justice was elderly and

decided to retire

and to replace him george h.w bush

nominated clarence thomas

thomas had only been a federal judge for

about 16 months he was the most

junior federal judge in the country and

the confirmation committee of eight

democrats and six republicans held the

confirmation hearings

on thomas's nomination they asked thomas

what was the most important ruling of

the last 20 years

he said he couldn't remember now thomas

had been the chairman of the equal

employment opportunity commission the eeoc

eeoc

and had worked with a woman named anita

hill hill was one of the employees

called before the senate committee

and after her testimony for the first

time the term sexual harassment was used

regularly by the media

four female witnesses to hill's

accusations against thomas waited in the

wings to support her credibility

but the senate committee led by then

senator joe biden declined to call them

biden also allowed thomas to testify

first and last with hill testifying in between

between

thomas said that nothing had happened

between him and hill

and as you'll see he basically accused

the senate committee of being racist if

they believed a black woman's testimony

against a black man accused of sexual harassment

harassment

eventually 10 democrats in the senate

voted for thomas's

confirmation and he passed 52-48 he is still

still

on the supreme court and women's

activists shortly after this took to

wearing buttons saying

i believe anita hill

so proceed to the next two clips to hear

testimony from

anita hill and from clarence thomas

especially since this is such a

controversial issue i want you to hear
